Circle the part you want to move — a face, a balloon, a dessert, your dog — and everything inside the loop turns to jelly. Drag it, let go, and watch it wobble back into place. What you circled goes soft; the rest of the picture stays exactly where it was, so the wobble belongs to the photo instead of sitting on top of it. Not in the mood to draw?
