Each rider can only receive fuel once every 3 to 4 days (configurable per station or authority). This prevents hoarding, reduces black-market reselling, and ensures the fuel supply reaches as many people as possible in a fair and transparent manner. Once a rider has received fuel, their record is automatically updated and the cooldown timer begins.
