Every panel wants something. One wants its pips all equal, one wants them all different, one wants them to add up. Set every stone so every panel is satisfied — that is the puzzle, and plenty of walls will do it. Then there is the mortar. Wherever two stones meet uneven, the seam costs. A five against a one costs four. A three against a three costs nothing at all.
