Paying according to requirements seems simple: multiply the completed amount by the agreed unit price, and the sum is the total income. But anyone who has ever worked at a workstation knows that the reality is far more complex. Time slips away silently in various ways, far too many to be listed on the payslip. This time, though included in the payroll cycle, produces no output. The ledger records two things: the unit price and standard working hours for each process; the duration of each process; interruptions recorded by cause; and after settlement, the amount is calculated line by line. This results in two readings per hour, not one. The first reading measures the production rate within the production time; the second reading's denominator includes idle time, thus reflecting the actual timed output. The difference between the two is the cost of stagnation.
