सङ्घीय नेपालको मूल संरचना तीन (सङ्घ, प्रदेश र स्थानीय) सरकार हुने र तीनै सरकारले संविधान र कानून बमोजिम राज्यशक्तिको प्रयोग गर्ने व्यवस्था रहेको छ । तीनै सरकारले नेपालको संविधानले दिएको आ–आफ्नो अधिकार क्षेत्र प्रयोग गरी सङ्घीयता कार्यान्वयनको अभ्यास गरिरहेका छन् । नेपालमा सङ्घीय शासन प्रणाली नयाँ अभ्यास भएकोले स्थानीय सरकारले संविधान, नीति तथा कानून बमोजिम उपयुक्त व्यवस्थाको विकास गरी यसको प्रभावकारी कार्यान्वयन गर्नु पर्दछ । स्थानीय सरकार जनताको सबभन्दा नजिक रहने हुँदा, सेवा प्रवाह र नागरिकका समस्या तथा सरोकार यसका प्रमुख चासोका विषयहरु हुन् । स्थानीय सरकाले गर्ने विभिन्न कामलाई एकिकृत गरी प्रस्तुत गर्न आर्थिक वर्षमा आधारित वार्षिक पात्रो महत्वपूर्ण हुन सक्ने तथ्यलाई मध्यनजर गरी स्थानीय सरकार सञ्चालन पात्रो २०७८/७९ तयार गरिएको हो। स्थानीय सरकारले संवैधानिक तथा प्रचलित कानूनी दायित्व पुरा गर्न नियमित, पटके र आवधिक रुपमा विभिन्न कार्यहरु गर्नुपर्दछ । यसको व्यवस्था संविधान तथा तीनै तहका सरकारको नीति, कानून र कार्यविधिहरुमा गरिएको छ । यसका लागी तयार गरिएका विभिन्न साधनहरु मध्ये स्थानीय सरकार सञ्चालन भित्तेपात्रो (२०७८/७९) पनि एक उपयोगी साधन रहेको अनुभव जनप्रतिनिधि तथा कर्मचारीहरुको छ । यसै भित्तेपात्रोलाई मोबाइल एप(डिजिटल)को रुपमा विकास गरिए अझ बढी उपयोगी तथा प्रभावकारी हुने सुझावलाई सम्बोधन गर्दै, यो एपको निर्माण गरिएको हो । --- Local Government Operations Calendar (LGO Calendar) is designed to be used by Representatives of Local Governments of Nepal. This application follows laws and guidelines related to the process of Local Governance and hence, is developed to notify the users with relevant Information, Real-time Events, Keep Notes, Remainders and plan their further Activities. Representatives are automatically informed about Mandatory and Recommended Dates of Local Government Processes defined by related Acts and Guidelines, by the application. Such information are provided in the form of in-app messages and notifications.
