e-Factura RO Checklist helps you check your readiness for Romania's RO e-Factura mandate in 2026 — locally on your device, with no ads and no data collection. It is an informative readiness tool (not a tax calculator): you enter an invoice scenario and the app shows what the RO e-Factura mandate requires. What it checks: - Obligation: a decision tree for B2G, domestic B2B, B2B with a non-established but RO-VAT-registered buyer (from 2026-01-01) and B2C, plus invoice types that fall outside scope. - Channel and format: RO e-Factura via SPV (ANAF), structured XML per RO_CIUS (UBL 2.1 / CII). - Submission deadline: 5 working days after the issue date (earlier_of with the art. 319^16 deadline), excluding Saturdays, Sundays and the 2026 public holidays. An official outage of at least 24 hours suspends the duty. - Fine exposure: the statutory monthly range by taxpayer tier (large, medium, other legal entities and natural persons) and the 15% penalties for domestic-B2B non-conformity. Transparent and documented: every rule links to the official sources (Legislative Portal, OUG 120/2021, OUG 89/2025, the ANAF guide and clarifications). The app clearly shows the data is for 2026 and flags cases it does not model rather than guessing. Not modelled: generating, signing, validating against live ANAF schemas or transmitting real invoices; the 15% penalty is not auto-extended to B2C or the 2026 art. 10 para.
