Every six months, choose national programmes, start multi-turn transition projects, and follow their consequences across eight distinct provincial systems. Coastal technology hubs, old industrial provinces, inland growth corridors, lower-tier cities, migrant households, and ageing counties do not experience the same policy in the same way.
